Window upper menu in 2nd screen while body in main screen

Hello all,

Ubuntu has a very odd way to work with the following hardware:

X230 Tablet
Screen dimensions: 1366 x 1024 pixels
Ubuntu 20.04
2nd screen attached to VGA output: LG Flattron E2341, 23 inch screen.
Screens are setup like: :Laptop is primary placed below and on top of that is the secondary screen. This makes going to and from between both screen more logically , as my both screen are psychically placed like this.

Problem: If you open any Ubuntu settings window like “settings”. The upper menu bar is placed into the 2nd screen, while the body of this window is in the primary screen.

How to solve this, or is this a bug?
