[ubuntu_mate] How to do this safely :: Delete first OS partition to expand second OS

How can I do this safely?

sda1 EFI boot
sda2 ext4 old linux
sda4 Linux swap
sda3 ext4 Ubuntu20

Using gpartd.
sda 2 I want to remove (no longer required),
then expand sda3 to use the unused space on sda.

What do I do with the swap partition? Or do I move it also forward to the EFI partition? Do remove but leave some space at end?
sda2 is a debian version.
sda4 is ubuntu 20
