Ubuntu server for ARM pi first time boot issue

 
Ok, so I installed ubuntu-20.04.1 server arm64 raspi. It asks for the default username and password. I put those in. It then asks for a new password. I put that in and hit enter. It does not ask for a confirmation or present any errors but it loops back to the login and I repeat the whole process again and it just keeps looping like that. How do I fix this?
