Netplan/subiquity config first active link?

Netplan/subiquity config first active link?

   
I have a bunch of identical desktops that I am trying to generate configurations. I see with Netplan I can match based on name, driver, and a couple other things. Is there a way to test/match if the link is active? I know each one will have only one Ethernet link active, and that is the one I want to configure. Any hints or tips are appreciated.
