Can not change time/date format in Ubuntu Mate 20.04

Can not change time/date format in Ubuntu Mate 20.04

 
I “upgraded” to UM 20.04 from 18.04.

I see no options in Time and Date settings to change their format.

When I use dconf-editor and change the custom time format, nothing changes.

I used this custom value.

Code:

%a %b %d %C %I:%M:%s %p


Why did Ubuntu Mate make it so hard to accomplish?

How can I remedy that?
